Before you can start breeding beasts, you need to unlock a few things first. You need to complete the main quest "The Elf, The Nab-Sack, and The Loom", which will give you access to the Room of Requirement, where you can store your captured beasts in a Vivarium. You will also get a Nab-Sack device that allows you to catch beasts by throwing it at them.
To capture a beast, you need to approach it carefully and use your nab sack to start a minigame to catch it. Don't worry it's nothing crazy, you just have to hit a button when the ring fills a few times depending on the console you're playing on. For the harder ones that run away quickly you may need to use a spell like Arresto Momentum to stop them and keep them still for a minute.
The 12 beasts we'll have to capture both a male and female of for breeding purposes will be located at dens scattered across the map marked by a paw icon. I'll go over one of the main locations you can find each species below. Just make sure you find both a male and female because it takes two to tango. And to breed.
In order to breed these beasts you'll need to first complete the quest "Foal of the Dead" that Deek will give you. This allows you to buy a breeding pen from Tomes and Scrolls.
Once you have that you can place breeding pens in your vivariums. (4 pens each in all 3 of your vivariums will allow you to breed all 12 at the same time.)
Place the species in that vivarium, go up to the pen's sign, and choose it to breed. Then 30 minutes later you'll have the offspring. Do that with all 12 and boom you've got the achievement.
It seems to be fairly common for this achievement to be bugged out and not pop when you breed all 12 of the beasts. If this happens to you don't worry, it's super easy to get around. Just go through and breed all 12 again and that should take care of it.
